Handbrake rivet

I`ve to fit a new handbrake pivot rivet to my TF.(original missing on purchase of car) It has arrived as two pieces. One the rivet and secondly a "washer" recessed on one side. How is this fixed please as the rivet only just"appears" in the recessed part of the washer when in place and I don`t really see a way of knurling it over to keep the washer and rivet in place. Any advice/help obviously appreciated.

OK So handbrake off the car and preened over on top of the vice. Job done.
